VN Veiligheidraad veroordeelt unaniem Israels nederzettingen, VS onthoudt zich van stemming

Wat is de betekenis van de resolutie die de VN Veiligheidsraad vrijdagavond heeft aangenomen tegen de nederzettingen en de annexaties van Oost Jeruzalem en de Golan? De enige betekenis is dat de Amerikaanse president Obama aan het eind van zijn ambtsperiode, waarin hij tevergeefs heeft geprobeerd vredebesprekingen van de grond te krijgen, Israel één keer niet de hand boven het hoofd heeft willen houden. Amerika heeft zich van stemming onthouden.
De resolutie werd met 14 tegen 0 stemmen werd aangenomen, waarna in de zaal van de Veiligheidsraad applaus opklonk Het was de eerste resolutie over Israel in acht jaar die kon passeren. De resolutie brengt echter niets nieuws. Onder verwijzing naar een een hele reeks voorgaande resolutie die precies hetzelfde of vrijwel hetzelfde hebben gesteld, en naar de uitspraak van het Internationaal Gerehctshof van 2004 over de plast van de Muur, verklaarde de resolutie de nederzettingen allemaal illegaal zijn en riep zij Israel op onmiddellijk elke bouwactiviteit erin te staken. Ook werd de grens van vóor de Juni oorlog van 1967(de Groene Lijn) nog eens bekrachtigd en werden ook de bouwactviteiten in Oost Jeruzalem illegaal verklaard.
De resolutie was ingediend door Nieuw Zeeland, Maleisië, Venezuela en Senegal, een dag nadat  de originele indiener, Egypt, haar lafhartig had teruggetrokken onder druk van Israel en de toekomstige Amerikaanse president Trump. VN secretaris generaal Ban Ki Moon verwelkomde de resolutie en de Russische VN ambassadeur Vitaly Churkin vroeg Israel de wet te respecteren.
Dat gaat Israel niet doen. "Israel verwerpt deze schandelijke anti-Israelische resolutie van de VN  en zal haar niet naleven,'' liet het kantoor van de Israelische premier Netanyahu weten. Meteen ook werden maatregelen genomen tegen de landen die de resolutie hebben ingediend. De Israelische ambassadeurs in die landen werden teruggeroepen, de hulp aan Senegal werd gestaakt en de ambassadeurs van Nieuw Zeeland en Senegal,  die niet in Israel wonen, werd de toegang tot het land ontzegd. Trump tweette intussen dat na 20 januari, de datum waarop hij aantreedt, de zaken zullen veranderen.

Geniet er nog maar even van, over 27 dagen verdwijnt 'het legaat' van de antisemiet Hussein in de vuilniscontainer alsof deze gek nooit heeft bestaan.

Er was een tijd dat Israel de Westoever bezet hield als ''onderpand'' om er vrede voor terug te kunnen krijgen. Herinnert u zich dat nog? Nu is het ''antisemitisch'' als je hetzelfde zegt. De man heet overigens Barack. Barack Hussein. En hij was de enige van de vijftien die niet voor de resolutie stemde.

Onderpand voor vrede? Ïnderdaad, maar als niemand biedt de vrede dan ga jij onderpand niet zo maar weggeven?

Punt 3 van Khartum Resolution is nog steeds geldig:
The Arab Heads of State have agreed to unite their political efforts at the international and diplomatic level to eliminate the effects of the aggression and to ensure the withdrawal of the aggressive Israeli forces from the Arab lands which have been occupied since the aggression of 5 June. This will be done within the framework of the main principles by which the Arab States abide, namely, no peace with Israel, no recognition of Israel, no negotiations with it, and insistence on the rights of the Palestinian people in their own country.

Je loopt een beetje achter. Dit is de officiële verklaring van het Arabische ''Peace Initiative'' van 2002 (dat ook in 1982 al was geformuleerd overigens maar toen werd het niet unaniem aangenomen):The Council of the League of Arab States at the Summit Level, at its 14th Ordinary Session,

- Reaffirming the resolution taken in June 1996 at the Cairo Extra-Ordinary Arab Summit that a just and comprehensive peace in the Middle East is the strategic option of the Arab Countries, to be achieved in accordance with International Legality, and which would require a comparable commitment on the part of the Israeli Government.

- Having listened to the statement made by His Royal Highness Prince Abdullah bin Abdul Aziz, the Crown Prince of the Kingdom of Saudi Arabia in which his Highness presented his Initiative, calling for full Israeli withdrawal from all the Arab territories occupied since June 1967, in implementation of Security Council Resolutions 242 and 338, reaffirmed by the Madrid Conference of 1991 and the land for peace principle, and Israel's acceptance of an independent Palestinian State, with East Jerusalem as its capital, in return for the establishment of normal relations in the context of a comprehensive peace with Israel.

- Emanating from the conviction of the Arab countries that a military solution to the conflict will not achieve peace or provide security for the parties, the council:

1. Requests Israel to reconsider its policies and declare that a just peace is its strategic option as well.

2. Further calls upon Israel to affirm:

a. Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights to the lines of June 4, 1967 as well as the remaining occupied Lebanese territories in the south of Lebanon.

b. Achievement of a just solution to the Palestinian Refugee problem to be agreed upon in accordance with UN General Assembly Resolution 194.

c. The acceptance of the establishment of a Sovereign Independent Palestinian State on the Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza strip, with East Jerusalem as its capital.

3. Consequently, the Arab Countries affirm the following:

a. Consider the Arab-Israeli conflict ended, and enter into a peace agreement with Israel, and provide security for all the states of the region.

b. Establish normal relations with Israel in the context of this comprehensive peace.

4. Assures the rejection of all forms of Palestinian patriation which conflict with the special circumstances of the Arab host countries.

5. Calls upon the Government of Israel and all Israelis to accept this initiative in order to safeguard the prospects for peace and stop the further shedding of blood, enabling the Arab Countries and Israel to live in peace and good neighborliness and provide future generations with security, stability, and prosperity.

6. Invites the International Community and all countries and Organizations to support this initiative.

7. Requests the Chairman of the Summit to form a special committee composed of some of its concerned member states and the Secretary General of the League of Arab States to pursue the necessary contacts to gain support for this initiative at all levels, particularly from the United Nations, the Security Council, the United States of America, the Russian Federation, the Muslim States and the European Union.

  Israel heeft maandag de samenwerking met UNRWA opgezegd. Op dezelfde dag had de chef van UNRWA, Lazzarini, ook gemeld dat er al twee maand...
